Its actually for that reason that me and my gaming friends were skeptical about Tides of Numenera the day it was announced. Aiming for 100 success on skill checks is rarely worth it. So I don't get how letting Ragmin be killed by Tybir is the "wrong" choice (evidenced by the decrease in approval and lack of achievement at the end).
